IPAF has made it official: any company renting out powered access equipment on the island of Ireland must now meet the Rental+ certification standards. This ensures that every rental company operates to recognised levels of safety, quality, and compliance. Whether in the north or south, businesses must meet these standards individually, reflecting the unique legal requirements on either side of the border. For companies with operations in both regions, this means two separate audits to secure IPAF membership. Existing members had until the end of 2024 to comply with the new rules in place. The good news? Every single member has stepped up, with most already certified and the rest well on their way. And for any new companies looking to join IPAF as a member, achieving Rental+ accreditation is now a must.The island of Ireland showcases how the IPAF Rental Standard and Rental+ certification unify the industry across borders, ensuring that recognised industry best practices are upheld no matter where a company operates. Raising Standards Through Collaboration Damien O’Connor, IPAF’s Manager for the region, highlighted the collective progress made: “Over the past year, IPAF and contractors across Ireland have worked closely to promote the safe use of MEWPs and powered access equipment. Contractors have shown their commitment to safety by partnering with IPAF and ensuring their operators receive ISO 18878-certified training through IPAF-approved centres. This collaborative effort is driving up training standards across projects on the island. “However, having well-trained operators is only part of the solution. The new IPAF MEWP Operator Training Course is designed to equip operators with the essential skills and knowledge to operate MEWPs safely and effectively. The course remains globally recognised, with successful candidates earning the IPAF Powered Access Licence (PAL) Card, which is valid for up to five years. This course is ideal for individuals who need to operate a MEWP in one or more designated machine categories, as well as supervisors or rescuers of MEWP operators. No prior MEWP experience is necessary, making it suitable for beginners and a wide range of candidates. Course Content and Objectives The course provides essential knowledge and practical skills to:Application of relevant health and safety regulationsRecognise accident prevention and control measuresIdentify personal protection requirementsKnow how to reference the MEWP Operating ManualSafely drive, manoeuvre, and position a MEWP to perform required tasksParticipants complete a structured, modular programme that includes:Theory Modules:Introduction to course objectives, facilities, health and fitness requirements, and the ePAL appOverview of legislation requiring operator trainingIdentification and description of MEWP types and componentsPre-use inspections, safety checks, and emergency proceduresThe new course also features the latest animation and graphics, depicting more detailed real-life scenarios and worksites. The International Powered Access Federation (IPAF) has worked with the UK Health and Safety Executive (HSE) to develop the following guidance on the safe methods of isolation of platform controls for Mobile Elevating Work Platforms (MEWPs).Background HSE are investigating an incident involving a MEWP which has found that when at height, the method of isolating the controls on the MEWP can introduce a hazard to the occupants of the platform. The investigation is ongoing. The emergency stop control on the MEWP platform has been used in the powered access industry for a number of years to achieve isolation of controls and/or power source when the MEWP has reached its place of work.  This practice was first introduced on older machines, not designed to current standards, to reduce the risk of entrapment and inadvertent operation of controls. As the standards have evolved and designs have changed, this practice may no longer be appropriate to reduce the risk as other methods are now used in control designs.  Safe Isolation of the platform controls  The operator of a MEWP may be required to isolate the controls and/or power source using platform controls. Where the machine is equipped with an “engine on/off” control at the platform control console, this should be used to switch the engine off during normal operation rather than the emergency stop control, unless the manufacturer indicates that it would be unsafe to do so.  Where machines are not equipped with a dedicated “on/off” control at the platform control console, the MEWP operator should follow the manufacturers’ operating instructions as to how this should be achieved.  It is the user’s responsibility to ensure the correct MEWP has been selected for the task, and that a suitable and sufficient risk assessment has been carried out and documented.  HSE endorses this jointly developed guidance and has encouraged IPAF to communicate it to MEWP users. Can copy without permission

The IPAF Middle East Conference, hosted at the Raddison Blu Riyadh International Convention and Exhibition Centre, brought together industry professionals from around the world for a day of knowledge sharing, industry insights, and networking opportunities.The conference was opened by Jason Woods, IPAF’s Regional Manager for the Middle East and South Asia, and Romina Vanzi, who highlighted the remarkable growth of Saudi Arabia and its ever-increasing industry importance in the region. Woods discussed his 12-year journey representing IPAF while residing in the UAE, sharing key milestones from 2011 to the present day and beyond. Notable highlights included IPAF’s involvement in Dubai’s Expo 2020 and the inclusion of IPAF standards for the NEOM project. In 2011, 500 operators were trained in the Middle East. By 2017, this number had risen to 5,094, and in 2024 alone, the region has trained 14,500 operators to date, illustrating an impressive rate of growth. 

 Peter Douglas, IPAF’s CEO and Managing Director, presented IPAF’s numerical achievements, spotlighting successes in Europe, Asia, and the Americas. He noted that the most significant growth rates outside of Europe were seen in Asia and the Americas. The ePAL App, now active in 205 countries, saw 62% of PAL cards issued digitally in 2023, a figure that has risen to 67% so far in 2024. IPAF’s focus on digitalisation remains a key priority, with 173,316 PAL cards issued globally in 2024, including 14,504 in the Middle East. The IPAF Accident Reporting portal received 1,022 reports in 2023 from 42 countries worldwide. IPAF’s CEO emphasised the need for more member countries to submit accident reports, as over half of IPAF member countries are not yet fully engaged in this practice. He stressed that learning from accidents is crucial to developing new training programmes to reduce incidents and enhance operator safety. “IPAF is run by its members for its members,” Peter Douglas said. “Our members are our strength. This is a unique industry, and IPAF is a unique federation. I encourage those who are actively involved in powered access operations to explore our membership options and support our work in promoting and enabling the safe, effective use of powered access worldwide.” Following this, Phillip Pearson, Chief Executive of IIRSM, joined Jason Woods on stage for an MOU signing between IPAF and IIRSM, marking a significant milestone. 

 A panel discussion followed, featuring Darren Williams (Head of High-Level Access at Emrill Services LLC), Abdullah Al-Ghamdi (Chairman, Society of Occupational Safety & Health, Saudi Arabia), Ian Fyall (Managing Director of Simian Skill), and IPAF’s Jason Woods. The panel delved into the Importance of a Code of Practice, referencing various Middle Eastern countries and sharing real-life examples of how safety standards can be improved through collaboration and good practice. Next on stage was Fahad Al Rabaani, Lifting Head at Petroleum Development Oman (PDO), who highlighted the importance of international accreditation and safety standards in PDO’s success, encouraging attendees to embrace better standards and accreditation for long-term success. The event continued with a heartfelt panel titled Life After the Fall, featuring a father-daughter duo, Jason Anker and Abi Taylor from Proud 2B Safe, alongside Shaikha Ben Mahfoudh, National Head of Dayim Training Hub, and Jason Woods. Jason Anker shared the emotional story of his life-changing accident, which left him paralysed after a fall from a height of 10 meters. He spoke candidly about the impact on his physical and mental health, while his daughter, Abi, shared how the incident rippled through their family. The panel underscored the importance of safety and the long-lasting consequences of failing to adhere to safety measures. Anker urged industry leaders to listen to workers’ safety concerns and discourage unsafe practices, reinforcing the message that nothing is more important than returning home to loved ones. 

 After the lunch break, Coy Wilcox, representing SANAD (Saudi Aramco Nabors Drilling), took the stage to discuss SANAD’s journey. He reflected on the tragic death of a 19-year-old worker due to insufficient training, which prompted SANAD to implement rigorous safety training programmes. The day continued with Terry Allen, CEO of Serious Industrial Motion Simulator (SIMS) of Canada, a gold sponsor of the event. With a background in software and IT, Allen introduced the VR MEWP experience, providing conference attendees with a hands-on demonstration of how Mobile Elevating Work Platforms (MEWPs) operate and how virtual reality can be leveraged to improve operator training in construction environments. The next session was the Safety Catch presentation by Civil Engineer Josy John, which delved into emerging technologies such as automation, IoT, AI, and big data. He further explored how these innovations are transforming industries by empowering employees and safety managers. The presentation emphasised the importance of fostering a safety-first culture and how Industry 4.0 can automate certain safety practices to further protect workers. Following another coffee and networking break, attendees were treated to a panel discussion titled Preparing Your Project – Safety & Welfare. Syed Mazhar, HSSE Department Director at AlBawani and Chair of IOSH’s UAE branch, Paul Slather, Executive Director of Attractions QHSES, Wim Raath, OHSE Director GS EMEA, KBR, and Robert Munn, Senior Vice President HSEQ, Sports Boulevard Foundation (SBF), all featured, discussing a wide range of topics related to the construction industry. Brian Parker, IPAF’s Head of Safety and Technical, rounded off the day’s presentations by analysing the previous year’s (2023) fatalities and accident data. All accident data submitted to the IPAF Accident Reporting Portal is anonymised and forms part of the Global Safety Report, which analyses the primary causes of serious injuries and fatal accidents occurring during the use of MEWPs for temporary work at height. He also reviewed the fatal and major causes from 2021–2023, such as falls from the platform, electrocutions, entrapment, mechanical/technical failures, being hit by a vehicle/machine, and being struck by falling objects. Parker encouraged attendees to help IPAF by reporting accident data, as the number of reports from the Middle East currently stands at half of the previous year’s total. Thank you to everyone who attended IPAF’s Middle East Conference in Riyadh, Saudi Arabia. With an extensive background in business development, strategic partnerships, and market expansion, Marzicola brings a wealth of experience to IPAF and will play a key role in enhancing IPAF’s services and member recruitment across North America. Marzicola joins IPAF with over two decades of experience in the industrial and construction machinery sectors. His most recent position was Director of Business Development at JLG Industries, Oshkosh Corporation, where he successfully led Industrial Solution Group focused on strategic growth initiatives, and cultivated strategic partnerships that significantly boosted revenue and market share. Throughout his career, Marzicola has demonstrated proficiency in strategic planning, go-to-market strategies, and operational excellence. At JLG Industries, he played a key role in identifying market expansion opportunities and establishing successful partnerships, including a notable alliance with Hinowa, which led to an acquisition in 2023. His innovative approach and commitment to profitability improvement have consistently delivered outstanding results, such as driving end-user adoption of the North American Power Towers portfolio into a high growth business. Prior to his tenure at JLG Industries, Marzicola held significant positions at Timex Group USA, The Stanley Works, and Black & Decker. At The Stanley Works, he expanded the builders’ hardware programme to 600 Home Depot stores across North America, doubling market share and sales. The International Awards for Powered Access 2024 (IAPAs) held on the evening of March 14 at the Scandic Hotel in Copenhagen, Denmark, showcased excellence, safety, sustainability, and innovation within the powered access sector. Organised jointly by the International Powered Access Federation (IPAF) and Access International Magazine, the event gathered over 420 attendees from across the industry to recognise outstanding achievements across various categories. The evening commenced with a vibrant atmosphere as attendees gathered to celebrate the best in the industry. Failure to do so can result in injury or death of the platform occupants.MEWP incidents involving entrapment and crushing increased from 35 in 2021, to 46 in 2022*Hazards and risks Crushing hazards include overhead structures such as beams, low ceilings, doorways and other machines and equipment operating in the area. If a platform occupant becomes trapped or crushed against an external structure there is risk of injury or death. How to work safely Planning stage – identify hazards and thereafter, produce a risk assessment and safe system of work (SSoW). The SSoW should be shared with all those involved; operators, platform occupants, ground staff and other personnel. Everyone should be trained and familiarised with the MEWP being used. A Rescue Plan must be shared so everyone knows what to do in the event of a crushing or entrapment situation, including how to safely lower the MEWP platform. Operating stage – supervise to ensure the MEWP activity is conducted safely. If the nominated rescue person or any other personnel identifies a risk of crushing or entrapment, the activity should be stopped immediately and the MEWP platform safely lowered. Operators must not rely on secondary guarding (if fitted) and they and any other platform occupants must remain vigilant and aware of their surroundings. Pedestrian Control Mode* Some 3A and 1B (spider) type MEWPs are fitted with detachable platform controls for use of ‘Pedestrian Control’ mode. This is when the MEWP operator stands on the ground and walks alongside the MEWP operating it using the hand-held detachable platform controls. (Sometimes known as ‘wander leading’ or ‘dog walking’.) MEWPs without detachable platform controls must not be used for pedestrian control activities. If pedestrian control is used to manoeuvre the MEWP to its intended position, careful planning will reduce risk of injury to operators and other personnel. In 2021, IPAF started the IPAF Women in Powered Access Initiative, to recognise and celebrate the contributions of women in powered access, as well as outline career pathways for women already in the industry and those looking to enter it.

So far, the working group of international IPAF members has: created profiles of women in many different roles across the sector; hosted the first women in powered access networking event; encouraged more female speakers and attendees to join informative industry events; and set up signposting pages with resources for women in the workplace and their managers. Ongoing projects include a mentoring scheme for women in the industry and scheduling a three-part live webinar series that explores a variety of key topics. The webinars are free to attend and are open to both members and non-members.

The second webinar in the series will focus on work-life balance. The webinar will cover experiences managing the balance, what a balance looks like, and whether is there pressure on women to succeed, as well as raising families. Back by popular demand, Ali Moore will also be hosting this webinar with a panel of three industry speakers.
